In order to function as a state governed by the rule of law, Montenegro has to deal with high levels of corruption and organized crime, and this is a struggle that represents a historical challenge, overcoming which is a prerequisite for preserving the constitutional and legal order of our country. Achieving this goal implies the implementation of numerous reforms and requires political will and harmonized action of all institutions.
In order to reach a society based on the rule of law and justice as soon as possible, Europe Now will advocate reforms and measures aimed, among other things, at: creating a harsher penal policy for criminal offenses in the field of organized crime; abolishing the statute of limitations of criminal prosecution for criminal offenses in the field of organized crime and corruption; establishing a framework for effective confiscation and taxation of property acquired through illegal activity or property whose origin cannot be determined; strengthening special units for the fight against organized crime; establishing a legal framework that enables lustration and devalues high-level corruption, and strengthening international cooperation in the field of monitoring money flows and identifying undeclared assets of officials.
Building trust in the Montenegrin judicial system, on the way to the democratic maturation of society, is one of the priorities of the Europe Now Movement. In order to achieve this goal, it is necessary to act primarily in the direction of strengthening the independence of judicial actors and increasing the efficiency of dispute resolution.
Independence and integrity of judges and prosecutors is a fundamental prerequisite for the rule of law. Europe Now advocates the additional improvement of the financial position of judicial actors in order to strengthen their financial independence. In this regard, the focus will be on increasing the budget for the wages of prosecutors and judges.
In order to increase the efficiency of the dispute resolution and handling system, we will advocate the implementation of measures that will: i) increase the transparency of the work of the courts and their cooperation with the civil sector; ii) rationalize the number and allocation of court cases; iii) facilitate and promote alternative dispute resolution. We will advocate the digitization of processes and the improvement of the information system, as a prerequisite for achieving greater transparency in the judiciary, including decision-making procedures, unifying court practice, better case management and rationalization of costs.

The development of an alternative dispute resolution system facilitates the relief of traditional courts and, as part of improving the efficiency of dispute resolution, can be extremely important for strengthening the trust of the economy and investors in the judicial system.
